Rarely Votes Against a Bill, But When He Does, He Votes No and Yes

Rep. Todd Hunter rarely votes no. 98.5% of the time, he votes Yes on 2nd and 3rd reading to pass bills along.

But in the 47 times that he did vote no, 22 of those times he voted yes for one reading and no for the other. In other words, he voted against it before voted for it, or voted for it before he voted against it. In these cases, there were no statements of vote or amendments at play.
